Youth Protection Program

Lake Central Youth Basketball cares about the safety and welfare of all players, coaches, referees and league participants.

The parents, families, relatives and members of LCYB trust our program to provide a safe environment for all participants. LCYB will not tolerate abuse in any form, whether it is emotional, physical, sexual, or verbal.

Adults who assume volunteer roles within LCYB have the opportunity for a rewarding experience. The opportunity to work with youth is a privileged position of trust that should be held only by those who are willing to demonstrate behavior that fulfills this trust.

Consequently, as of the 2011-2012 season all LCYB head coaches, who are working directly with children under the age of eighteen, will be required to submit to a background check. Back ground checks will be conducted at least every three years and must be completed by all new head coaches eighteen years or older. By participating in our program, all volunteers agree to submit themselves to background checks and to comply with all reasonable requests to insure the safety of our children.  Failure to do so will result in immediate suspension from the program. LCYB will cover the costs associated with the back ground check.

The criminal back ground check must be completed before a head coach can hold his/ her first team practice. The head coach is required to be present at team practice or the practice is to be cancelled.  In a head coach’s absence, an assistant coach may hold practice but it must be approved by a member of the LCYB Executive Board beforehand. Any head coach found in non- compliance with the league practice policy will be called before the Executive Board and face disciplinary action.

 The Process

 A screening committee, with members consisting of the LCYB Executive Board will review back ground check information. The decision whether to exclude or limit a prospective volunteer's participation in LCYB is exclusively within the discretion of the LCYB screening committee. Factors to be considered by the LCYB screening committee in making such determinations include, but are not limited to the offenses listed below. LCYB will maintain the confidentiality of all criminal background search information, including information regarding disqualification decisions. LCYB will not discriminate against any person on the basis of race, creed, color, national origin, marital status, gender, sexual orientation or disability.

Any LCYB volunteer, who while coaching, refereeing or participating is arrested for committing an offense as listed below, will immediately forfeit his/her eligibility until either a dismissal of charges or he/she is found not guilty by the courts. All volunteers are required to notify the committee immediately following an arrest or conviction of any of the listed offenses. A conviction of an offense as listed will result in termination of eligibility.

 The following is a list of offenses prohibiting an applicant from participating in a LCYB leadership role - offenses including but not limited to the following:

(1) Kidnapping (IC 35-42-3-2), if the victim is less than eighteen (18) years of age.
(2) Criminal confinement (IC 35-42-3-3), if the victim is less than eighteen (18) years of age.
(3) Rape (IC 35-42-4-1), if the victim is less than eighteen (18) years of age.
(4) Criminal deviate conduct (IC 35-42-4-2), if the victim is less than eighteen (18) years of age.
(5) Child molesting (IC 35-42-4-3).
(6) Child exploitation (IC 35-42-4-4(b)).
(7) Vicarious sexual gratification (IC 35-42-4-5).
(8) Child solicitation (IC 35-42-4-6).
(9) Child seduction (IC 35-42-4-7).
(10) Sexual misconduct with a minor (IC 35-42-4-9).
(11) Incest (IC 35-46-1-3), if the victim is less than eighteen (18) years of age.
(12) Dealing in or manufacturing cocaine or a narcotic drug (IC 35-48-4-1).
(13) Dealing in methamphetamine (IC 35-48-4-1.1).
(14) Dealing in a schedule I, II, or III controlled substance (IC 35-48-4-2).
(15) Dealing in a schedule IV controlled substance (IC 35-48-4-3).
(16) Dealing in a schedule V controlled substance (IC 35-48-4-4).
(17) Dealing in a counterfeit substance (IC 35-48-4-5).
(18) Dealing in marijuana, hash oil, or hashish (IC 35-48-4-10(b)).
(19) Possession of child pornography (IC 35-42-4-4(c)).

Reporting Procedures

 LCYB views the reporting of suspected abuse as both a personal and ethical obligation.  If abuse is suspected, immediately do the following:                     Report your reasonable suspicions to the appropriate local police department
